Kentucky launched online sports betting on September 28, 2023, with one structural quirk that no other US state shares: the regulator is the existing Kentucky Horse Racing Commission (KHRC), not a dedicated gaming board. Operator licences are tethered to KY's nine licensed horse-racing tracks (Churchill Downs, Keeneland, Ellis Park, Turfway Park, Kentucky Downs, and others) — DraftKings runs through Churchill Downs, FanDuel through Keeneland.

The 14.25% GGR tax (9.75% retail) matches New Jersey's rate exactly — moderate by US standards. Promo activity is competitive, particularly during the SEC and ACC calendars when Wildcats and Cardinals action peaks. KY is permissive on in-state college betting — full prop menus on Kentucky and Louisville, including the Kentucky-Louisville rivalry which is one of the most-bet college basketball games of the year.
