The structure is unique in Canada. Every other province — BC, Alberta, Quebec, Saskatchewan, Manitoba, Atlantic Canada — runs sports betting through a single provincial-lottery monopoly (PlayNow, Loto-Québec, PROLINE+ everywhere else). An Ontario bettor can shop 20+ operators on the same NHL game; a BC or Quebec bettor is locked to one provincial book. That makes cross-book line-shopping uniquely valuable in Ontario in a way it isn't anywhere else in Canada.
