Tennessee: The Only Handle-Tax State in the US
Tennessee legalised online sports betting in November 2020, becoming the first US state to launch as online-only — no retail, no casino tether. TN has zero commercial casinos, so the legislature skipped the standard casino-licensing route entirely. The Tennessee Sports Wagering Council regulates 10+ licensed operators today.
What makes TN unique: it is the only US state that taxes handle (total wagers) instead of gross gaming revenue. Since July 2023 the rate is 1.85% of handle. The previous structure paired a 20% GGR tax with a controversial 10% minimum hold mandate — the only such requirement in the US. Books that under-held had to pay tax as if they had hit 10%, which pushed TN vig structurally higher than peer markets. The 1.85% handle tax repealed that mandate and brought TN vig closer to national norms.
Tennessee has no in-state college betting restrictions — Tennessee Volunteers, Vanderbilt Commodores, Memphis Tigers, MTSU, and ETSU are all bookable. That makes TN one of the more permissive US states for SEC football and basketball bettors. Combined with Predators NHL, Titans NFL, and Grizzlies NBA action, TN has a full year-round betting calendar even without a hometown MLB franchise.
