Arizona: First Venue-Tethered Sportsbook State in the US
Arizona legalised online sports betting in September 2021 under the Arizona Department of Gaming. AZ was structurally unique among US states: licences were split half to pro sports franchises and half to tribal gaming compacts. That meant the Cardinals, Suns, Diamondbacks, and Coyotes each partnered with a sportsbook for an on-property licence — making AZ the first US state with venue-tethered sportsbooks. DraftKings runs the State Farm Stadium kiosk, FanDuel runs Footprint Center, BetMGM runs Chase Field.
The 10% tax on online GGR (8% retail) is light by US standards — below PA (36%), NY (51%), IL (20-40%), comparable to CO (10%) and IN (9.5%). Combined with the venue-tethering model, this produces unusually aggressive promo activity around Cardinals NFL Sundays and Suns home games — the franchise-partner book pushes hometown-team boosts the hardest.
