Virginia legalised online sports betting in January 2021 under the Virginia Lottery, becoming one of the first US states to launch as a pure-online market — no in-person retail sportsbook requirement, no casino-tether mandate. That structure attracted operators quickly, and VA settled into a stable top-15 US handle market.

VA has no pro franchises of its own, but the Northern Virginia suburbs are the DC metro's population center. The Commanders (NFL), Capitals (NHL), Wizards (NBA), and Nationals (MLB) all play in DC or Maryland, but their fan base — and the bulk of VA's sports betting volume — sits in NoVA. That makes Virginia effectively a "DC pro-teams" betting market wrapped in VA regulation.

The 15% tax rate is moderate — below NY (51%), PA (36%), IL (20-40%), but above NJ (14.25%) and well above MI (8.4%). Promo activity is competitive but not the most aggressive in the country. The biggest restriction: VA bans in-state college betting entirely. Virginia Tech, UVA, JMU, ODU, Liberty, Richmond, and William & Mary games are blocked for VA-based bettors. If you want NCAA action on those schools you have to travel out-of-state.
